Fixed customer issues

On Azure SQL Database targets, Top SQL doesn't collect duplicate rows for the same completed query.

Performance counter categories available through PDH are collected on watched Windows targets as expected. PerfLib-based counter collection continues to run instead of falling back to a degraded collection path.

SQLS-907

SSAS Tabular Object Memory Usage now returns data for SSAS 2017 and later Tabular instances at compatibility level 1400 and above, and collects from every database on the instance rather than only the first.

Portal-1447 SQL Sentry Portal users can connect as expected after upgrading from previous versions.
Portal-1452 SQL Sentry Portal users with Windows (Negotiate) authentication in large Active Directory environments can connect as expected.
