The Other Firewalls Using this Policy widget lists the devices that would be directly affected by changes to this policy. To be listed on this widget, the devices must be managed by NCM and their configurations must have been downloaded.

Policies are matched based on name. If configurations from two different devices have policies with the same name, NCM indicates that these devices use the same policy.
